Reducing size of vob file?

anyone know of software (for windows XP) for reducing a 7gb vob video file to just under 4gb in size and preferably freeware I cannot find one I can find plenty of converters to convert to wmv and all that but I want to keep this file vob extension but just change the filesize - even if it mean losing a bit of resolution but also keeping it PAL size.
